A licence-free export arrangement for technologies with dual civilian and military uses represents a commercial opportunity for Australia, according to the United States’ under secretary for arms control and international security, Bonnie Jenkins.
Ms Jenkins made the comments amid ongoing concerns from local industry and researchers about proposed changes to the Defence trade controls regime that will impose new penalties on those that share dual-use technologies with non-exempt foreigners.
Advocates have said the changes to Defence trade controls will make it prohibitively costly for those working on dual-use technology in Australia to collaborate with non-US or United Kingdom partners, stunting development work.
