Federal Parliament’s troubled expense management software upgrade suffered from a lack of user planning and governance gaps, according to an audit that confirms the unfinished project’s budget and timeline has doubled.
The Australian National Audit Office on Wednesday tabled its report on the management of the Parliamentary Expenses Management System (PEMS), an SAP software-based IT system that has taken more than six years and $74.4 million to build.
It found PEMS is now delivering its core functions of expense claims and payroll processing but still relies on manual workarounds, other functions are still missing and most end users are dissatisfied with the system.
