APS procurement ‘deficit’ prompts call for formal career track


A government-led parliamentary committee has called for the Department of Finance to expedite the creation of a procurement profession within the Australian Public Service to address the “significant capability deficit” among public officials.

The finding is contained in the final report from an inquiry into procurement culture in Canberra and follows a series of damning audits that exposed a failure by federal government agencies, including the Digital Transformation Agency, to obey Commonwealth Procurement Rules.

The report, released on Wednesday, said a “concerning picture of procurement in the APS” had emerged, with “widespread non-compliance with… rules and frequent failure to demonstrate the achievement of value for money” identified in the audits and additional evidence.
